Quick answer
First prepare your personal and consular documents, then organize procedures by topic: identity and address, vehicle and driving licence, customs status, social protection and any obligations relating to transfer of tax residence. Not every step applies to every Moroccan abroad.
Before leaving your country of residence
The best time to prepare a permanent return is before departure. Check the validity of your Moroccan documents, keep proof of residence abroad that may be useful and identify consular procedures that would be easier to complete while still in your consular district.
- Consular services and available documents.
- Consular registration certificate if it is useful for your situation.
- MRE catalog to find other official services.
1. Update your identity and address situation
After settling in, check that your identity documents and address information match your new situation. The exact procedures depend on document validity and changes that must be declared.
For a family settling permanently, the services RNP and RSU may become relevant depending on the rights or schemes the household wishes to access.
2. If you return with a vehicle or goods: check customs requirements before departure
Customs rules on vehicles, personal effects and any benefits depend heavily on the situation, age, length of residence abroad, vehicle and requested regime. Do not treat an old brochure or a relative’s experience as the current rule.
Before arranging transport, consult theCustoms Administration — digital services and, if necessary, submit a request to the administration. Keep proof of residence and vehicle documents until all formalities are complete.
3. Check the status of your driving licence
If you use a licence issued abroad, check with NARSA whether your situation requires or allows an exchange and under what conditions. The page NARSA — Exchange a driving licence directs you to the official service.
Do not automatically start a duplicate or new-driving-licence procedure: these procedures address different situations.
4. Transfer of tax residence and assets abroad: check your situation
Office des Changes offers a specific procedure Ex-MRE declaration related to Moroccans who have transferred their tax residence to Morocco and hold certain assets or cash abroad under the applicable law. This procedure does not automatically concern every return.
If you hold accounts, investments, property or cash abroad, check sufficiently early whether the Ex-MRE declaration and foreign-exchange rules apply to you. For a complex file, seek professional advice suited to your tax and asset situation.
5. Social protection, employment and family situation
Once settled, identify the organizations corresponding to your new activity: employee, self-employed person, retiree, job seeker or member of a household already registered with certain schemes. The pages Employees, Job seekers and Families allow you to continue the process without mixing everything together in this MRE guide.
